Operating Budget and Mental Health Budget Teleconference

The House Finance Committee will be meeting via teleconference to take public testimony on HB 300 Operating Budget and HB 302 Mental Health Budget on March 3. Seward and several other communities have been given the 4:15 to 5pm time slot. It is requested that you arrive at the LIO at least 15 minutes before the end of the teleconference or the public testimony will close. Thre is a 2 minute time limit for testimony. The Seward LIO is located in SeaView Plaza at 302 Railway Ave. Suite 107.

Draft Letter to Governor Palin on Road Closure

This is a DRAFT letter by the City Manager for Mayor Carey of the Borough to Governor Palin. I thought I would post this so that the community knows that the City is calling the attention of the Governor to the failures of the system currently in place and is seeking solutions and remedies to address these failures.

April 29, 2009

Dear Governor Palin,

Thank you for taking the time to read my letter. I am asking for your consideration and actions that could help rectify the impacts of poor planning and inadequate communications by the leaders and staff of the Department of Transportation and Public Facilities (DOT/PF). These failures are having a serious impact on the City of Seward and the Kenai Peninsula Borough. Quite simply, DOT/PF personnel failed to follow state statutes in coordinating, planning, and conducting temporary replacements and repairs to the Trail River, Ptarmigan Creek, and Falls Creek bridges. These were actions that closed the Seward Highway from 24 to 28 April.

The contract and the dates of closure of the single highway to Seward were established without the essential and statutory coordination that is required with local government. The dates selected for the closure were during a peak weekend for business, recreational, and personal travel. Throughout the period of closure communications with the Borough and City were inconsistent and inaccurate. Additionally, the closure was 27 hours longer than planned.

At this early juncture it is difficult to comprehend the full amount of economic damage to businesses, non-profit organizations such as the Alaska SeaLife Center, and individuals in the Kenai Peninsula Borough and the City of Seward. Losses were experienced in all sectors of the economy. Many organizations were without key personnel and a cruise ship was unable to obtain much needed supplies. Thankfully no major emergencies occurred during this period. We may not be as lucky next time.

I ask for your immediate support and funding to accomplish the following actions.

1) Improve the Alaska Road Traveler 511 system. The current system provides information that is inaccurate and untimely. Accurate and timely information is essential for avoiding the adverse impacts that occur to businesses and individuals when a major road is closed.

2) Provide the Bridge Inspection Team a second vehicle for their summer inspections of the Trail River Bridge. These inspections will occur on a monthly basis. During these inspections commercial vehicles over 30 thousand pounds will be prevented from crossing the bridge. The Department of Transportation (DOT) has located a potential second vehicle in Anchorage. However, this vehicle may not meet the required specifications. If this vehicle is not suitable then DOT should be given funding to obtain a second vehicle from the lower 48. The limits to commercial vehicles during the monthly inspection periods will severely restrict passenger buses, delivery trucks and fish cargo movements to and from Seward. Shortening the duration of the inspections by using two inspection vehicles and teams is a key to protecting Seward’s economy during the current recession.

Alaskans unable to get to Anchorage for next Tuesday’s federal grants symposium sponsored by the Alaska Congressional Delegation can participate via teleconference. The delegation has arranged for 22 Legislative Information Offices around the state to be open and available to public members who want to listen to the information being presented.

Governor Appoints New Attorney General

Wayne Anthony Ross Named Attorney General

March 26, 2009, Anchorage, Alaska – Governor Sarah Palin today announced the appointment of Wayne Anthony Ross as Attorney General.

Ross, currently in private practice, will fill the vacancy created last month by the resignation of Attorney General Talis Colberg. The governor thanked Acting Attorney General Rick Svobodny for his support and counsel during this transition. Svobodny will resume his position as Deputy Attorney General for the Criminal Division.

“Wayne Anthony Ross will be a great defender of Alaska and the people he serves,” Governor Palin said. “With his vast legal knowledge, experience and integrity, he will make an exceptional Attorney General. I recognize the sacrifices our public servants make for Alaska and her people, and I am honored that Wayne is willing to make those sacrifices for the greater good.”

Ross received his Bachelor of Science and Doctor of Law degrees from Marquette University. He has been president of Ross & Miner, P.C. in Anchorage since 1977.

“Theodore Roosevelt once said ‘Aggressive fighting for the right is the noblest sport the world affords’ – I subscribe to that philosophy,” Ross said. “I sincerely appreciate the confidence placed in me by Governor Sarah Palin in choosing me to be our new Attorney General. I welcome the chance to now represent the best interests of our beloved state and its citizens. I look forward to working with Governor Palin and the Legislature in the good fight to help our state achieve its full potential.”

As Attorney General, Ross will work with the governor on issues surrounding development of Alaska’s rich natural resources as the state continues its efforts to provide energy security for America and lower energy costs for Alaskans. As Attorney General, Ross also will help the governor protect Alaskans’ right to bear arms, and he will work tirelessly to manage Alaska’s fish and game resources for abundance through science and not politics.

Governor Palin added, “Now more than ever, it is essential that Alaska’s sovereignty be protected, that there is unity in Alaska, and that we all stand together to see Alaska’s potential fulfilled with energy security contributions to ourselves and the nation, while protecting the Constitution.”

Ross is no stranger to public service. More than forty years ago, Ross began his distinguished career as Assistant Attorney General for the State of Alaska, and then as Court Trustee and Standing Master for Family Court. He ran for governor in 2002 in the Republican primary against then-U.S. Senator Frank Murkowski. Ross is also an educator, having taught several semesters at the University of Alaska Anchorage.

He is a former vice president of the National Rifle Association and currently is a Director of the NRA. He has also volunteered his time on behalf of numerous organizations, including the Alaska Land Use Council Advisors’ Committee, Armed Services YMCA of Alaska, and the Military Vehicle Preservation Association. Ross is also a member of the Alaska Peace Officers Association and an active member of the Alaska Bar Association. Ross has been knighted by Poland and the Vatican.

Wayne Anthony Ross and his wife, Barbara, have been married more than forty years. They live in Anchorage and have four children and six grandchildren.
