22 October Borough Assembly Meeting Report

One resolution dominated the public input and discussion of this second October meeting. It was Resolution 2013-072, providing for the issuance of up to $43 million in revenue bonds for a specialty clinic planned by the Central Peninsula Hospital. Although the plan has been in the works for years and the assembly has previously passed an ordinance and two resolutions in support, there was public concern. After two hours of public testimony (in addition to many emails received by the assembly) and assembly discussion, we voted to approve the resolution 7-2, with Ogle and Wolf voting against. An attempt to postpone was defeated by the same margin, before the final vote.
The one ordinance on the agenda that was up for public hearing was tabled by administration request. This was Ordinance 2013-19-19 approving consolidation of all of the 911 dispatchers to borough employment, and was tabled pending finalization of the agreement.
Prior to the above actions, we held an election for president and vice-president of the assembly. Hal Smalley (Kenai) was elected president, and Bill Smith (Homer) vice-president. New committee assignments were made as well, and I am now chair of Policies and Procedures.
Mayor Navarre proclaimed October as “Domestic Violence Awareness Month”. In his report, he discussed the high ground-water situation on K Beach, and the efforts to deal with that. Agrium has applied to DEC for permits, which might indicate re-opening of the plant. There are other positive economic signs in the borough as well.
Our next meeting will be held November 5 at 6 PM. As usual the meeting will be broadcast on the radio, and the agenda will be available on the borough’s website www.borough.kenai.ak.us. That meeting looks like a fairly light agenda as well, and will be our only meeting in the month of November.
