5-21-2013 Borough Assembly Meeting Report

At our second meeting in May, Mayor Navarre issued a proclamation declaring May as “Motorcycle Awareness Month” reminding us all that motorcycles are on the roads and to be alert.    In his report was the authorization to award the roof replacement contract for Cooper Landing and Moose Pass schools to Earhart Roofing Company.  This is part of the district-wide roof replacement program.

We held public hearings on seven ordinances, all of which were enacted by unanimous consent.  This included: Ordinance 2012-19-52 which authorized use of $3 million from Central Peninsula Hospital’s plant replacement and expansion fund for the expansion of their imaging department, Ordinance 2012-19-53 which appropriated $35,000 from the Spruce Bark Beetle Program interest to fund an emergency power generator for the Sterling Community Center, Ordinance 2012-19-57, appropriating $40,000 from the General Fund to fund the 911 personnel budget through this fiscal year, and Ordinance 2013-14 which would amend code to reduce the rate of interest charged sellers for delinquent sales tax payments.

A number of resolutions were passed on the consent agenda.  Among those was Resolution 2013-052, which I sponsored, supporting the development of the Herman Leirer Road multi-modal trail along the road to Exit Glacier, which is being proposed by the National Park Service.  The assembly passed a similar resolution in 2001.  Also, Resolution 2013-051 was on passed on the consent agenda, approving a new collective bargaining agreement for borough employees.

Ordinance 2012-19-58 was moved to public hearing on 6/4, which would accept emergency response equipment funds for the Bear Creek Fire Service Area.  After some discussion and attempted postponement, Ordinance 2013-18 was moved for public hearing on 6/18.  It is the ordinance resulting from the Anadromous Stream Task Force’s recommendations to modify aspects of KPB Ordinance 2011-12.  There was considerable public testimony after Assembly member Wolf removed it from the consent agenda, but it will be heard on 6/18.

We confirmed appointments to two KPB Advisory Planning Commissions:  Michael C. Howard to Seat C on the Hope/Sunrise APC and Jeff Hetrick to Seat G on the Moose Pass APC, both seats to expire 9-30-16.

Our next meeting will be June 4, and the fiscal year 2014 budget will be approved (Ordinance 2013-19), after public hearing and potential amendments.  Resolution 2013-037 will be heard, establishing a fiscal note policy, as well as Ordinance 2013-19-55 which accepts and appropriates funds to reimburse the costs of the September 2012 flooding.  In addition, Ordinance 2013-15 will be up for public hearing, amending code to increase the E911 surcharge from $1.50 to $1.80.
