Resolution 2009-125, Authorizing The City Manager To Apply For An Alaska Energy Authority Round III Renewable Energy Fund Grant For Engineering, Acquisition And Installation Of A Second Seawater Heat Pump At The Alaska Sealife Center.

The following budget resolutions received a public hearing and were set for adoption at the November 23, 2009 regular city council meeting:
Resolution 2009-104 through 2009-114, Adoption Of Fiscal Years 2010 and 2011 City Budget, Consisting Of General Funds, Enterprise Funds, Motor Pool Fund, Debt Service Funds And The Capital Budget.
The following resolutions requiring a public hearing were approved:
Resolution 2009-115, Amending The Electric Rates And Charges Tariff To Include Automatic Annual Adjustments To All Rates And Fees By An Amount Equal To The Previous Five Full Years’ Average Increase In The Anchorage Consumer Price Index For All Urban Consumers, And Automatic Pass-Through Of Rate Increases From Chugach Electric Association.
The following resolutions were approved:
Resolution 2009-119, Accepting A Grant In The Amount Of $1,827.30 From The Alaska Highway Safety Office For 2010 First Quarter Alaska Strategic Traffic Enforcement Program (ASTEP) Driving Under The Influence (DUI) Enforcement Campaign And Appropriating Funds.
Resolution 2009-120, Supporting The Alaska Coastal Communities Global Climate Change Compact.
Resolution 2009-121, Authorizing The City Manager To Enter Into A Purchase Agreement for 30,000 Feet Of 1/0, 15KV Primary Wire For A Total Amount Not To Exceed $59,850.00.
Resolution 2009-123, Approving Amendment No. 14 To The Contract With Hoffman, Silver, Gilman & Blasco, P.C. To Extend The Term For Federal Lobbying Representation Through December 31, 2011 For A Total Of $6416.66 Per Quarter In 2010 And $7,058.33 Per Quarter In 2011.
Resolution 2009-124, Approving Amendment No. 21 To The Contract With Kent Dawson Company, Inc. For State Lobbying Services Through December 31, 2011 For A Total Of $19,250 Per Quarter.
Council had no objection to a liquor license renewal for Chinook’s Waterfront.
Due to the 10:30 p.m. mandatory adjournment rules, the November 9, 2009 city council meeting was recessed to the following day on November 10, 2009 at 12:00 p.m. or after the scheduled work session ended, whichever came first. The following business took place:

Resolution 2009-116, Amending The Port And Harbor Tariff And Providing For Automatic Annual Adjustments To Moorage And Dockage Rates By An Amount Equal To The Five Previous Full Years’ Average Increase In The Anchorage Consumer Price Index For All Urban Consumers.
Resolution 2009-122, Authorizing The City Manager To Enter Into An Agreement With URS Corporation (URS) For Change Order #7 To The East Harbor Expansion Contract For An Amount Not-To-Exceed $72,041.22 And Appropriating Funds For Engineering, Design And Permitting Services For A Northeast Harbor Uplands Development Plan In The Seward Small Boat Harbor.
The following resolutions requiring a public hearing were approved:

Council voted to recommend Cindy Ecklund for the KPB Planning Commission vacancy to be appointed by the Borough Mayor David Carey.
The administrative appeal hearing with NVision Architecture regarding sprinkler systems at AVTEC Culinary Academy remodel was terminated and not needed.

The Following New Business Items Requiring a Public Hearing were Approved:
Resolution 2009-24 granting Jim Hoeffler an amendment to floodplain variance permit 2009-01, to place an 8X10 foot accessory structure on lease lot 5A, Block 200 Seward Airport
The regular November 17, 2009 Planning and Zoning Work Session was canceled and a Work Session for December 1, 2009 from 6:30-7:30 p.m. to discuss Two Lakes Park Subdivision Replat was scheduled.

Regular Meeting Action Agenda
Wednesday, November 4, 2009 at 12:00 p.m.
The following new business items were approved:
Postponed a resolution supporting continued study of the low-impact Run-of-River Hydroelectric facility proposed at Fourth of July Creek to the December 2, 2009 regular meeting.
Made recommendations to Seward City Council on City of Seward Code Sections 7.10.315(b) and 7.10.320(d), (e) and (f)
Discussed sending a Port and Commerce Advisory Board member to the Pacific Marine Expo in Seattle and ultimately decided not to send anyone.
NOTICE IS HEREBY GIVEN that the Seward City Council is invited to attend workshops given by ECI/Hyer, Inc., the architects for the new library museum project. ECI/Hyer will be hosting a series of community meetings the week of November 16-20, 2009.
The council is invited to attend the initial meeting “Exploring Design Possibilities for the New Seward Library/Museum” on Monday November 16, 2009 from 6:00 p.m. to 8:00 p.m. at the Seward Community Library. Council is also invited to attend the final meeting on the “Presentation of Findings” on Friday, November 20, 2009 from 5:00 p.m. to 7:00 p.m., also at the Seward Community Library.

NOTICE IS HEREBY GIVEN that the Seward City Council will conduct a public hearing on the following items of business at its regular meeting of November 23, 2009.
Resolution 2009-126, Authorizing The City Manager To Enter Into A New Lease With Alaska Logistics, LLC For Lot 2, Block 3, Seward Marine Industrial Subdivision, Plat 97-27, Seward Recording District, Third Judicial District, State Of Alaska
Essential terms and conditions of leases and all other pertinent copies of public hearing documents are available for review at the city clerk office.
The public hearing will commence at 7:00 p.m., or as soon thereafter as business permits, in the City Council Chambers, City Hall, 410 Adams Street, Seward. All interested persons are invited to attend the meeting and participate in the discussion; or, written comments may be sent to the City of Seward, c/o City Clerk, P.O.
