Kenai Peninsula Borough Stimulus Projects by Mayor Dave Carey
On Monday afternoon, December 22, 2008, as part of a statewide teleconference, Senator-elect Begich requested that all projects to be considered in the Federal Stimulus Package be in his office by Monday, December 29th, 2008. These are the projects I have approved. They are shelf-ready and can be creating jobs within 90 days.
After consultation with Borough Administrative Staff and the School District Administration, I am presenting the following project in prioritized order as requested;
#1 $4,200,000 of the $5,600,000 needed for the Bear Creek Fire Station and Multi-Use Facility. Supported by inclusion in the 2006 Borough Legislative Priorities, Ord. 2008-19-09, appropriating funds, Res. 2007-029 Funding support,
Ord. 2007-24 Ballot proposition, Res. 2007-66 Election Certification with 76.98% voter approval, Res. 2006-056 Architect Contract, Res. 2006-066 Funding support, and Ord. 2006-19-37 Appropriating funds.
(98 Short-term jobs created, 5 Long-term jobs created.)
#2 $1,800,000 of the $2,776,656 needed for the Multi-School Re- Roofing, Window Replacements and Energy Conservation Upgrades. These include McNeil Canyon, Ninilchik, and Soldotna Elementary Roofs and Soldotna Elementary School Thermal Envelope.

#3 $5,000,000 of the $8,375,000 needed for the Nikiski Fire Station No. 2 Building Replacement. Supported by Ord. 2008-19-01 Accepting and Appropriating funds and Ord. 2008-19-17 Acquiring property for station.

#4 $2,633,616 of the $2,703,616 needed for Solid Waste Transfer Container Replacement and Wildlife Resistance Upgrade Project.
(45 Short-term jobs created, 2 Long-term jobs created.)
#5 $200,000 of the $250,000 needed for the Nikiski North Star Elementary School Arsenic Removal System Installation.
(3 Short-term jobs created, 1 Long-term job created.)
#6 $164,807 of the $1,100,000 needed for the Tyonek Teacher Housing.
(19 Short-term jobs created, 2 Long-term jobs created.)
The teleconference was most helpful as Senator-elect Begich spoke of the anticipated $800 Billion Federal Stimulus package that was not to include the “USUAL” Federal Priorities.
In response to my direct question about federal strings, Senator-elect Begich stated that “no major federal strings will come with the funding” to drive up costs and directly add delay.
President-elect Obama has asked for these project as part of a national stimulus effort to create jobs. The primary areas of this first stimulus project according to Sen.-elect Begich are to include projects related to Energy, Education, Health, the Most Vulnerable, Transportation and Infra-Structure.
