Eye to Eye with Ivan is a historical documentary that documents the origin of the Alaska National Guard during WWII. The movie then segues into the Cold War mission of the Guard. The Guard was literally the “eyes and ears” of the US military along the coastline of Western Alaska. While the rest of the nation’s Guard units were on a peacetime footing, the Guardsmen were a covering force that was deployed onsite and were reporting on Soviet incursions.

 

The movie is a compilation of B & W original footage, current interviews with former guardsmen and modern commentary from Guard representatives on the challenges the Guard faced during WWII and the COLD War.

The community is invited to share in the fun at the monthly hymn sing held at the Methodist Church, this Wednesday, October 1,  at 6:30 pm. We’ve got a couple of different hymnals and songbooks with a wide variety of tunes, old and new. Come shout out your favorite and we’ll all sing-a-long! All faiths are always welcome! The Methodist Church is located at 321 Fourth Avenue.

“Chamber Contracted Annually by City to Conduct Marketing Activities on City’s Behalf - Name Three Items that Should be Included in Contract”Jean Bardarson responds: ”that it collectively promotes Seward not just for tourism but all economic growth.  Accountability through annual detailed reports to Council on how the money was spent.  Continue to assist the City in their mission to attract new business and industry so we can grow and have a stable economic base and improve our quality of life”.

Willard Dunham: “I have always been an advocate of this use of the bed tax, and other funds if needed by the joint workings of the Chamber, city businesses, and the City.  As for selecting three items, I believe it is satisfactory as written.  Artificial selections and boundaries are a hindrance to making a government contract work.  What the Chamber has already accomplished is exactly what was needed for expenditure of the bed tax funds”.

John French: “The greatest benefits from the Chamber’s marketing contract have been in marketing and promoting Seward as a business and tourist destination. These activities should be continued whether they are through electronic, print, or personal contacts. Event marketing and management have been less important, but will grow in importance as conference facilities in Seward continue to improve. Continued engagement with the broader economic development issues is important for both the Chamber and the City. However there seems to be something of a disconnect between the Chamber’s activities and City responsiveness. Until this is resolved the Chamber contract may not be the best way for the City to assimilate this information”.

Marianna Keil: “I think the Seward Chamber of Commerce does a fine job with the funds they have.  One thing that could enhance and improve marketing would be another full time marketing position at the Chamber of Commerce. This would entail an increase in the funding for the contract. I would support funding a full time marketing position through the Chamber rather than adding a marketing person to the city for several reasons: lower personnel costs; City staff are pulled into many different roles and I believe the marketing position would get co-opted and lose its effectiveness; Chamber is the hub for first contact with prospective businesses; and marketing is their expertise”.

The Chamber requested that all four candidates provide written responses to three questions directly related to Seward’s business community.  A new question will be featured in this column each week leading up to the election, and their full written responses will be posted to the Chamber’s website prior to election day.

This is a brief note to the citizens of Seward from your City Manager. Please allow me to take a moment of your time to discuss the two ballot initiatives for our upcoming election. These initiatives pertain to (a) a financial disclosure policy for municipal officers and (b) a biennial (two-year) budget. I fully support approval of both initiatives for the following reasons.

Factors supporting the adoption of a City of Seward Financial Disclosure Policy

•       The City will still have a financial disclosure policy that balances the need for disclosure with the need for greater protection of personal information
•       The City will join some 200 Alaskan communities that have already opted out of the new State Financial Disclosure requirements
•       Personal information that could lead to identity theft will not be posted on the Internet but will continue to be available in the Clerk’s office
•       Citizens will still have ample information to determine if municipal officials have significant conflicts of interest (the City disclosure policy will remain at the $1000 level instead of changing to the $500 level)
•       Intrusive financial reporting requirements could discourage citizens from serving on the City Council and Planning and Zoning Commission

•       Citizens will still have ample information to determine if municipal officials have significant conflicts of interest (the City disclosure policy will remain at the $5,000 level instead of changing to the $1,000 level)

Factors supporting the adoption of a biennial budget

•       The City needs to become more efficient to cope with higher costs and inflation (changing to a biennial budget will save time and money)
•       A biennial budget will reduce budget preparation time 50% (this change will save approximately 5 months of staff work and a minimum of 20 hours of Council meetings every other year)
•       Reduction in the number of special council meetings may encourage more people to serve in these important positions
•       Saving 50% of the time that is now spent on budget preparation will provide the City staff and council members more time for budget forecasting and management
•       The City Council will still be able to change the budget whenever necessary (these changes occur in all budgets regardless of the budget timeline)
•       Citizens and business owners will have greater certainty about taxes and fees in a two-year budget cycle (it is harder politically to change fees and taxes outside of the budget preparation process)
•       The annual audit of the budget will still occur each year
•       Other cities in Alaska, such as Juneau an Wasilla, have proven the effectiveness and efficiency of a biennial budget

The biennial budget is one of many recommendations in the recent comprehensive efficiency study of the City of Seward. I ask for your support of this initiative and the one relating to financial disclosure.

Teen Activities

After Hours at the High School has closed for the year. Middle Time will be @ the TYC for Middle School kids to attend between the hours of 2:30 and 5:30. This program is designed for middle school aged kids to allow time for homework, physical activity and general game play. The cost of the program is $1 per day or $59 for a booster pass good for 1 year.

 

Neon Nites @ the TYC are for Middle School and High School kids from 5:30-9 Tue- Thur, 5:30-10 Friday and 5-10 on Saturday. High School students are welcome to stay 1 hour later each night. Activities include tournaments, movies, coffee, cards, pool, video games and more. Come in and check us out.

November 20th 7pm at the AVTEC Gym. Double-elimination Tourney! Mix up your own team! Boy/Girl: MS/HS Division determined by oldest team member. The Seward Music Association (formerly the Seward Band and Choir Boosters) needs your help in preparing the 2009 community calendar.  The calendar will have a new look this year, with a different picture for each month contributed by local community members.  The calendar will still feature listings from local business as well as community events, anniversaries, birthdays, and memorials.

Calendar proceeds fund music scholarships for local students and sponsor events that expose local youth to the art of music.  Order yours today and contine support of this Seward tradition.

clip_image0021.jpg     PARKS is very proud of its members and this community for building such a wonderful playground in such a short amount of time.  Our financial goal of $225,000 was reached in less than a year!  Volunteers showed up for every shift and built a playground well worth 3-4 times that amount in six days!  As promised – we fed you, we cared for your children, and we guaranteed your tools! Our job isn’t over though and soon you will see more wood chips, a tic-tac-toe board, picnic tables, the  historical photo mural, the donor board, and other signage.  New members are needed to assist with ensuring that these goals are completed and to also monitor the funds that have been put aside for maintenance.  This new group, or PARKS II, has the ability to “invent” itself.  Meetings will be minimal.  You just need to have an interest in the project.   An OPEN HOUSE meeting will be scheduled at a later date.  Please call Maya Moriarty at 362-1977 if you are interested.  Thank you.

Kennedy)  On behalf of Parents Advocating Recreational Kids Stuff (PARKS), we would like to extend a long overdue and very warm thank you to all of the volunteers, sponsors, and donators who supported the Seward Community Playground project.  Many can now testify that they know a few people better then they did before, or that they know how to operate a power tool, or even point at a certain playground piece and say with pride, “I helped make that!”  The pride in our new playground flows from young to old alike.

“All our dreams can come true, if we have the courage to pursue them.” (Walt Disney).  We thank the original group of parents who got together and dreamed of a better playground for their kids.  Courage was what the group needed next and this was obtained from the collaborative effort of the Steering Committee who put in many long hours meeting deadlines and achieving the project goals:  Maya Moriarty, Lauren Jones, Chellie Skoog, Darcie Larson, Patty Beals, Jennifer Elhard, Elle Zernia, Lisa Hartman, Hillary Bean, Stephanie Schilling, Monica Luther,  Amy Hankins, Rainy Albino, Terri McKnight, Vanta Shafer, Tember Eliason, Mark Stauble and Tara Jones.  PARKS would also like to list specifically by committee some of the people and companies who supported the project from fruition to completion.  If we missed anyone, please forgive us.

The Market is still up and running so stop by for wonderful, organic produce.  Due to the Seward Music and Arts Festival, we will be closing at 2pm on Friday.  Fresh for Thursday and Friday, we have Organic:  Red, White, Yukon and Fingerling Potatoes, Red and Golden Beets, Collard Greens, Green and Purple Cabbage, Purple, Yellow and Orange Carrots, Red Leaf Head Lettuce, Romaine Lettuce, Spaghetti Squash, Golden Squash, and Apple Turnips.  Hot House Tomatoes and Cucumbers.  We got a deal on the Red Leaf Head Lettuce and the Cucumbers this week, so we’ll pass that along to you—supplies are limited.  In case you haven’t heard, Abby Wentworth broke her leg, so won’t be joining us—she’s doing much better—send her lots of healing energy and love.  Stop by and have some Nachos with us at the Seward Music and Arts Festival—we’ll also be making after hours Quesadilla Pizza there.  Oh, Dan Sterling has his Mouth-Watering Mega Chocolate Chip Cookies again this week at the market—they arrive hot Thursday morning and sell out quickly, so come early.  The fall summer market is located at 312 5th Ave.  Normal fall hours are Thursday-Saturday 10am – 4pm.  Contact Joanie at 760-815-8498 or thegrazingmoose@gmail.com for info.

Looking for something worthwhile to do this winter?  As the director of the Seward branch of the Family History Library (located in Salt Lake City), I would like to call your attention to an amazing and ever changing collection of genealogical records from all over the world that may be browsed online free of charge.  With more than 476 million names available now, and millions more added every day, Familysearch.org is helping to increase free access to genealogical records.  (FamilySearch is a non-profit organization that maintains the world’s largest repository of genealogical resources)

The website is www.pilot.familysearch.org. and it is a collection of indexed digital images and searchable digital images in the process of being indexed (by online volunteers who help to create searchable indexes to names and relevant genealogical information found on the original documents).  The records currently are from the United States, Canada, Mexico, United Kingdom, France, Norway, Germany, Czech Republic, Spain, Argentina and Peru.
