The Following Ordinance Set For Public Hearing Was Approved:

Ordinance 2007-05, Authorizing An Exception To SCC 3.65.020 To Permit Retroactive Application To July 1, 2007 Of Provisions In A Collective Bargaining Agreement As And If Approved By Separate Resolution Of The City Council.

The Following Ordinance Set For Public Hearing Was Amended And Approved:

Ordinance 2007-006, Establishing Section 15.15.025, Historic Preservation, Seward Historic Plant & Tree Register.

After Executive Session, The Following Resolution Was Approved:

Resolution 2007-086, Authorizing The City Manager To Enter Into A 1Three Year Contract With The International Brother- Hood Of Electrical Workers (IBEW) Effective July 1, 2007 And Ending June 30, 2010.

An update and discussion ensued on Resolution 2007-079 which addressed levee repairs and subdivision agreements in the vicinity of Japanese Creek (Resolution and most recent letters attached).

Went Into Executive Session For City Manager, City Clerk And City Attorney Evaluations. All is well.

PLANNING & ZONING COMMISSION

HISTORIC PRESERVATION COMMISSION

The City Council is seeking applications from city residents interested in serving on the Seward Planning and Zoning Commission, and city residents or surrounding area residents for the Historic Preservation Commission. There are seats available for each Commission.

Planning and Zoning (P&Z) holds regular meetings on the 1st Tuesday of every month and work sessions the 3rd Tuesday of every month. The Historic Preservation Commission meets at least twice a year in the City Council Chambers and at such other times as may be requested by the Commission Chair or the Administration.

Application forms are available in the Office of the City Clerk.

The following new business items requiring a Public Hearing was approved:

Resolution 2007-15, recommending Kenai Peninsula Borough approval of the preliminary plat of Tracts A-1, B, C, & D, Seward Long Term Care Facility Subdivision, vacation of a portion of 10’ utility easement, a subdivision of Tract A & the remaining portion of U.S.S. 1864 (plat # 2004-3)

Resolution 2007-16, recommending City Council approval of amending the Land Use Plan and rezoning of Tract D, of the U.S.S. 1864, Seward Long Term Care Facility Subdivision (Preliminary Plat) and rezoning the north portion of Tract A-1, U.S.S 1864, KPB Replat from Single Family (R1) to Institutional (INS)

The following New Business Items were approved:

The Commission selected to discuss the Nash Road Bench Development Area and the Progress on Title 15 at the September 18, 2007 Work Session.

The 2007-2008 Historic Preservation Priority List.

A Work Session was set for September 25, 2007 at noon to discuss and prepare possible DNR future grants.

The Commission decided to volunteer their time to photograph the Seward Historical Inventory Sites. A time and date were not set.
