If you know of someone house bound who does not have a representative available, just have them call the city clerk’s office.  We will be happy to provide this service.

patch.BMP Question: I’ve noticed that drivers do not stop for pedestrians in the crosswalk on 3rd and Van Buren, why not?

Answer: This crosswalk is well marked with hash marks painted on the roadway as well as signs pointing to the crosswalk. I think drivers are simply not paying attention. Drivers who fail to stop for pedestrians who are within the crosswalk upon the half of the roadway upon which their vehicle is traveling could receive a citation for $100.00 and 4 points.

Ever read a book and have a question for the author? Well, now you will have that chance. Bouchercon 2007, a mystery writers conference being held in Anchorage September 26-30, is reaching out to Alaskan communities by inviting authors who attend the conference to travel outside of Anchorage and talk about their craft. As part of Authors to the Schools, Seward will be hosting Marcia Talley.

Talley’s website states that Marcia is the “Agatha and Anthony award-winning author of SING IT TO HER BONES, UNBREATHED MEMORIES, OCCASION OF REVENGE, IN DEATH’S SHADOW and THIS ENEMY TOWN. The sixth book in the Hannah Ives mystery series, THROUGH THE DARKNESS, was released in September 2006. She is editor/author of NAKED CAME THE PHOENIX and I’D KILL FOR THAT, star-studded, tongue-in-cheek collaborative serial novels set in a fashionable health spa and an upscale gated community, respectively. Marcia’s short stories appear in more than a dozen collections, including the multi-award winning stories “Too Many Cooks” and “Driven to Distraction.”

Marcia will be visiting all three of Seward’s schools, to talk with the language arts classes about writing. Additionally, Mrs. Talley will be discussing her books at the Seward Community Library on October 1 at 7. The library will be closed from 5-7 in preparation for the event. Two local book clubs have chosen to read one of Talley’s works for the discussion. Everyone is invited and encouraged to attend. Special thanks to the Seward Schools, Seward Community Library Association, Hertz Rental and Jim and Kathleen Barkley of Alaska Saltwater Lodge in helping with this event.

1. Could you please tell us a bit about yourself?

Shafer- I have lived in Seward for 15 years. I have been on City Council for 9 years and I stay active in our community. My husband and I have raised our three children here and enjoy being part of this community.

Corbridge- I moved to Alaska in 1969. I taught math until 1987, when I retired from the University of Alaska Anchorage. The I went to law school and after graduating in 1991, took the first of several jobs as a prosecutor in Wyoming. In 2001, I returned to Alaska and since then I’ve held municipal management positions for the Ketchikan Gateway Borough, the City of King Cove, the City of Seward and the Aleutians East Borough.

Kellar- I am a long distance runner, an animal lover, and an independent thinker. I have 3 wonderful children and my husband and I have lived in south central Alaska for nine years. I was born in Montgomery, Alabama and I have lived in South Dakota, Texas, and now Alaska.

SAVE THE DATE The Friends of the Jesse Lee Home invite you to join us in a series of meetings Monday 10/8 and Tuesday 10/9 in Seward. The purpose of the meetings is to develop a common vision for a residential charter school with a focus on leadership development. Seward has a lot to offer: AVTEC, the SeaLife Center, National Park Service, Outward Bound, and a host of other educational opportunities. Can we build a statewide residential charter school with a day school for local youth in Seward? What would it look like?

The meetings will be held twice on Monday 10/8, and again on the morning of Tuesday 10/9. Each meeting will cover the same topics, and build towards a wrap-up on Tuesday at lunch. Please join us for any or all sessions.

KSWD-FM, Seward, Makes Changes

Seward’s only FM radio station moves to 105.3mHz

Seward Media Partners, LLC, licensee of KSWD-AM, KSWD-FM and KSWD-LP, has moved it’s primary broadcast frequency to 105.3mHz and increased transmission power to 4 kiloWatts (kW). Coincidentally our studios have moved and are now located at 11447 Seward Highway, between Knots So Fast and City Express. Other changes include the ongoing construction of a 140 foot transmission tower in upper Camelot subdivision to complement our new broadcast license and facilities. Stay tuned for more developments. Seward Media Partners, LLC, is locally owned and operated by principals Wolfgang Kurtz and James Spanos.

Support the Playground Hamburger Helper Grant

Please support the Seward Community Playground efforts by logging onto “My Hometown Helper” and adding your comments.

This fall and winter, the Seward Community Playground Project is determined to raise $200,000 to give local children a fun, new community built playground. As part of our fundraising efforts, we have applied for a grant from “My Hometown Helper,” a nationwide initiative that helps local groups make a difference in their own community. If awarded the grant, P.A.R.K.S. will be one of up to 12 municipal or civic organizations across the country to receive a “helping hand” from Hamburger Helper.

The project will kick-off our fundraising efforts with ‘Design Day’ scheduled for September 20, 2007. The City of Seward has already shown their support by generously donating a waterfront location for the playground, a commitment for long-term maintenance and $5,000 to get the project started. The playground is scheduled for construction as early as this spring. It’s going to take hundreds of volunteers and donations to build this in the spring.

Our goals are simple: (1) To provide an enriching, creative and ADA accessible playground experience that promotes active and healthy lifestyles targeting children ages 2 - 12. (2) To provide an opportunity for individuals to collectively give something back to their community and to share in a well crafted expression of pride.

It’s going to be a fun place for families to get together, parents to see each other and the kids to play. The future playground will capture the imaginations of children across the community.

“My Hometown Helper” funds are awarded based on the merit of the project, including its impact on the community. Friends, neighbors and family can support the Seward Community Playground’s efforts by adding comments to the grant application at www.myHomeTownHelper.com. All requests for funding must be supported by a municipal or civic organization or public school. Applicants may be awarded between $500 and $15,000 for community projects.

Seward Community Library Museum project receives donation

Bob Stinson of the William H. Seward Yacht Club presented a $3000.00 check to Patty Linville and Sue McClure as a donation for the library museum project on Saturday September 8th. The money was a result of an auction held at the conclusion of the yacht club’s Rumdoodle Regatta, held on July 28th, here in Seward.

The Library Museum Steering Committee meets monthly, each 2nd Thursday at noon at City Hall to continue the plan for our new library museum building, which will be built adjacent to the current library. The committee extends a huge THANK YOU to the yacht club for their generous support of the project.

Seward Sporadic Bird Report: Cranes, Hawk, raining Loon?!!

Sunday, September 16th, noon on a spectacular, sunny day.

A brisk north wind blew over 200 SANDHILL CRANES south, fragmenting and regrouping like swirling leaves. Faint but familiar bugling from tiny specks about a mile high, barely visible even through binoculars, heralded this great event.

Other birds, including at least 7 eagles, and a mixed flock of gulls and raven, soared high into the blue sky on the wind.

The ROUGH-LEGGED HAWK is still here, hovering, diving, and feeding on rodents in the grassy areas between the airport runways. A COMMON RAVEN harassed it in the middle of a hover; the hawk flew off to the nearby trees and dashed through the spruce, where each settled on a branch of a different tree to wait each other out. I guess ravens are not ornithologists, and do not discriminate between raptors that eat small rodents, and those that threaten their nestlings.

Wednesday, September 12th, raining cats and dogs and a loon?!!

img_0876pacific-loon.jpgDriving south on the Sterling Highway at Mile 104, about 8 miles south of Soldotna, I saw two cars pulled over with their flashers on. I drove cautiously past an object sitting on the yellow lines in the middle of the road, then realized it was a large bird of some sort. I immediately pulled over and ran back as one man approached the bird, put his jacket over it, and carried it off to the grass. We looked at it; I told him it was a young Pacific loon. It looked OK, but with loons on land it’s hard to tell. He was surprised to learn they can’t walk very well, but did see that its legs were way back towards the tail.

The troopers stopped en route back to Soldotna and called USFW as this is a protected migratory bird. I waited with the bird, sitting calmly under a light blanket, and called the Kenai National Wildlife Refuge. With the KNWR on the way, the troopers also departed.

I learned later that the young Pacific Loon was unharmed, and was released into a nearby lake where it immediately began diving for sticklebacks. Had it been injured, Era would have flown it to Anchorage, and then taken to the Bird Treatment Center.

I have heard of loons mistaking a wet, black road for water, and then being unable to fly away as they need a really long runway to lift off their heavy bodies. This is the first time I’ve ever seen it. That juvie was very, very lucky to survive this usually fatal mistake.

Flower Mural is up at last

The colorful flower mural is on display in Kawabe Park. Although it would have been nicer to have it up for our summer visitor, it will look especially gorgeous in the winter months. The master artist was Gail Niebrugge.

Yesterday Jennifer Headtke and Dot Bardarson attached the lettering that lists the artists and sponsors of the mural.

patch.BMPQuestion: I would like to see the actual, legal uses defined regarding the middle turn lanes. Is it legal to use that lane to pull out and wait until the opposing lane can be entered? It certainly is startling when people do that, as one may think they are coming right into you.

Answer: 13 AAC 02.085 states that on a roadway that has a designated turn lane, a vehicle may not be driven in that lane unless entering that lane for the purpose of making or completing a left turn. I think the statute is pretty specific. The center turn lane is NOT a merge lane and should not be used as such.

2007 Seward Mural

The Seward Mural Society is in its final 3 weeks of planning for the painting of “Exit Glacier”. Although Jennifer Headtke is still trying to raise money for the project, the supplies are arriving and volunteer artists are commiting to at least one day(some even from out of state).

The mural is BIG! The master artist is Dot Bardarson who will be directing 30 volunteers during the Seward Music Festival to complete the 52 feet wide by 20 feet high mural. This will be mouned on the North side of the AVTEC Gym.

Junk Vehicle Disposal- PSA

In attempt to ease the burden of junk vehicle clean up, the Borough is waiving the $10.00 disposal fee normally charged to commercial haulers. The waiver will be in effect through October 31, 2007. Additionally, there is currently no limit on the number of junk vehicles that can be delivered.

Vehicles must still be prepared prior to delivery to disposal location, and all applicable paperwork must be turned in with each vehicle. [kpb-vehicle-disposal-guidelines.pdf]

Vehicles are accepted at the Seward Transfer Facility. Contact the Kenai Peninsula Borough Solid Waste Department at 262-9667 with any questions.

Seward, Alaska Sporadic Bird Report

Sunrise 7:13 am, sunset 8:34 pm, length of day 13 hours, 20 minutes; tomorrow will be 5 minutes and 25 seconds shorter.

Weather: Where did this gorgeous, blue-sky day come from? What a treat after days of gray skies and hard rain, with more forecast on the way. The trees are still mostly green, but fall is in the air and on the mountainsides. Fireweed is bursting into seed from the bottom, rising like a slow rocket of snow to the top. Today the thermometer rose from an early morning low of 50º to a very pleasant 66º with a mild south wind by mid afternoon. This is the kind of day I wish I could save in a box to open in January…

The big surprise today was a light morph ROUGH-LEGGED HAWK hunting between the runways at the Seward Airport. At first I thought it was a harrier as it showed a whitish base of tail, flew buoyantly with a slight dihedral, and hunted low over the ground. Similarly, it then folded one wing and dove suddenly to the ground, probably to grab a small rodent, then rose up to hunt again. A closer look at the underside showed the unmistakable dark wrist patches that harriers do not have.

I hope this migrant will stay long enough for others to enjoy, and for me to get a better look at the tail. According to Hawk-eyes, Paul and Cess, a clean dark band is an adult, a smudgy dark band without a clean sharp edge of black to white is a juvenile.

At the tidelands, a GREAT BLUE HERON watched me for several minutes, frozen, then flew off to more solitary tidelines. A single LEAST SANDPIPER flitted from one sedge-circled puddle to another. Clouds of gulls including BLACK-LEGGED KITTIWAKES rose and settled on the mudflats, feasting on pink salmon carcasses washed away from the estuarine spawning grounds. Three RAVENS accompanied me, preening and croaking, cruising from one lichen-encrusted driftwood sculpture to the next.

It could be a coincidence, but ducks are very scarce since duck hunting season began September 1st. The large flocks of habituated mallards, pintails, gadwall, and green-wing teal were nowhere to be seen.

Robin C reported 3 juvenile Lapland Longspurs in the boat harbor a few days ago.

On August 27th, a PEREGRINE FALCON tried to take out an incredulous HARRIER at the salt marsh pond. The harrier dodged the stoops, then immediately resumed hunting, keeping an eye out on the persistent peregrine. The harrier finally landed on a driftwood snag, and the peregrine gave up, flying off to find more suitable prey. Back at the parking area, a MERLIN wrestled mid-air with 2 dragonflies in its talons. One dragonfly got away, whereupon the merlin landed in a nearby spruce to slowly and methodically dine as if it were the finest repast he had ever enjoyed. All too soon, a raucous BLACK-BILLED MAGPIE discovered the little raptor, and taunted him, hopping noisily from one branch to another, maintaining a safe distance of about 3 feet. There is no peace for raptors, even when they are only eating insects.

On August 26th at the salt marsh with an airport in it, a gray male MERLIN, perhaps the same one, had bigger dinner plans, and, just like the peregrine, pursued a larger bird, this time, a male BELTED KINGFISHER. The merlin repeatedly swooped on the rattling and rattled kingfisher, who dove briefly into the water several times to evade the little pest. This went on for several minutes, the quiet determination of the tiny raptor versus the hail of curses and desperate evasive actions by the kingfisher. Suddenly, the crazy scenario ended, both birds flew off in different directions, and peace and quiet returned.

An old VARIED THRUSH egg was discovered lying on the spruce needles at Two Lakes Park. No nest in sight, it is a mystery how the unbroken egg landed there. It was a light blue with brown speckles, about 3 cm by 2 cm. The adults are so secretive, it is no surprise that this is the first varied thrush egg I have ever seen.

Also at Two Lakes Park, GOLDEN-CROWNED KINGLETS, CHESTNUT-BACKED CHICKADEES, STELLER’S JAYS, and a male BELTED KINGFISHER.

August 25th, Fourth of July Beach, 2 SPOTTED SANDPIPERS, bobbed their behinds emphatically while dining along the shoreline.

Watch for migrants; it’s time!
