The newly elected city council members were sworn in.

The following ordinance was enacted following a public hearing:

Ordinance 2006-12, Determining It To Be In The Public Interest And Necessary To Proceed With The Proposed Electric Improvement District For And Benefiting Lots 5, 6 And 7 Of Bear Lake Subdivision, Lots 13 And 14 Of Woodrow Alaska Subdivision, Lots 8a And 8b Of Elhard Replat Bear Lake Subdivision, And The E Portion Of An Unsubdivided Area Of 10.35 Acres Described As A Portion Of SW T01n, R01w, Section 12, That Portion Of The N 1/2, SW 1/4 Lying Southeast Of The Alaska Railroad Row For An Amount Not To Exceed $48,673.87 And Appropriating Funds.

The following resolutions for public hearing were discussed, amended and set for adoption on November 6, 2006:

Resolution 2006-108 through 2006-117, Approving Fiscal Years 2007 City Budget, Consisting Of General Funds, Enterprise Funds, The Motor Pool Fund, And The Capital Budget.

The following resolution was postponed until November 6, 2006:

Resolution 2006-95, Opposing The Alaska Railroad’s Permit Request To The Alaska Department Of Environmental Conservation To Spray An Herbicide Mixture Along The Railroad Right-Of-Way Inside Seward City Limits.

Willard Dunham was appointed Vice-Mayor.

The September 11, 2006, Regular City Council Meeting Minutes were approved.

Theresa Butts was appointed to the Port and Commerce Advisory Board for a term to expire July 2009.

The November 13, 2006, regular city council meeting was re-scheduled for November 6, 2006, due to AML conflict.

Work sessions were scheduled on ARR herbicide, SMC dock, Library/Museum and the Budget.

An evaluation discussion with City Manager Clark Corbridge resulted in his termination. A resolution finalizing will be on the November 6, 2006, agenda.

Council went into executive session to discuss the City Clerk’s evaluation.

SEWARD CITY COUNCIL NOTICE OF PUBLIC HEARING

November 6, 2006

NOTICE IS HEREBY GIVEN that the Seward City Council will conduct a public hearing on the following items of business at its regular meeting of November 6, 2006.

1. Resolution 2006-108 through 2006-117, Approving Fiscal Years 2007 City Budget, Consisting Of General Funds, Enterprise Funds, The Motor Pool Fund, And The Capital Budget

2. Resolution 2006-118, termination of employment contract with City Manager Clark Corbridge. [City Manager Clark Corbridge has exercised his rights to a public hearing per Charter 2.11 (a)]

Essential terms and conditions of leases and other pertinent copies are available for review at the city clerk office.

The public hearing will commence at 7:30 p.m., or as soon thereafter as business permits, in the City Council Chambers, City Hall, 410 Adams Street, Seward. All interested persons are invited to attend the meeting and participate in the discussion; or, written comments may be sent to the City of Seward, c/o City Clerk, P.O. Box 167, Seward, AK 99664, or e-mailed to clerk@cityofseward.net.

  • It brings me sadness to hear of Mr. Corbridge’s termination which I am assuming was involuntary. I have not had any direct interactions with him during his tenure, but have been impressed with his ability to multitask and stay on his toes when being peppered with many questions about many topics during meetings I have listened to or participated in. I know many of my friends who are city employees were happy with his leadership. I wish him well in future endeavors and wish the Council wisdom and patience in selecting a new City Manager

    Just to clarify, it’s not a done deal yet. City Manager Corbridge requested a public hearing, which is currently scheduled for the next City Council meeting on Nov 6th, but the Council could convene an emergency meeting on 24 hours’ notice to vote on a resolution to terminate his contract. This is not a non-renewal as his current contract runs thru May of 2008.

    I think Clark has done an outstanding job, not only straightening out the huge messes he inherited from Shealy and particularly Janke, and even Garzini, but handling new challenges flung at him daily. He knows how to read and follow code and contracts, which the often impatient Council does not seem to understand or care to follow.

    Apparently our Council does not want an industrious, intelligent, conscientious, capable, persistent, and thorough city manager. Unless there is a great outpouring of support to change our collective council members minds, we will go back to the good ol’ boy method of management based on a wink and a handshake behind closed doors.

    It’s Seward’s great loss.

  • America is a great place where people can agree to disagree. I take issue with the observations made above. While I have no axe to grind on Mr Corbridge personally, I must disagree with the assessment made above which states…”he knows how to read and follow code and contracts”. With respect to the City’s Electric Dept, I can only point out the dozens of greivances filed against the City over his tenure. At one point I recall in the phoenix log he stated something to the effect that ‘grievance arbitration was the way to figure out what the contract says’. Say what!? Do you know what that cost the city in legal fees and time? Not to mention the hardships this method brings on the affected employees. To suggest that this admin now treats all citizens/employees equal with him in power is ludicrous. Time will show what indiscretions occured on his watch. Mark these words. ps I sincerely wish him well as I do all citizens of this country.

  • Shame on these current “elected” city counsil members! What are they thinking in terminating Mr. Corbridge? This man was such a blessing to the city of Seward and its’ citizens…finally a person with conviction, morals and integrity. What a huge loss for the honest, hard-working citizens of this town. I hope each of the current city counsil members have a difficult time sleeping at night, due to their lack of honest representation of the citizens who elected them. Shame, shame! Terri Cook
