From my research, I don’t see Seward as being classified as an “Urbanized Cluster” so it does not qualify as an NPDES Stormwater Program for Regulated Small MS4s. If you go to this web site you will not find Seward on the list. The classification as a small MS4S is determined by census. If we do not qualify under these regulations then this is a frivolous suit and a waste of Seward tax payer money. Don’t get me wrong, I want to see clean water and more attention should be paid to this concern, but there are better ways to handle this than to drag it into court.
